ART. 15. On appliquera au service de l'Annam et du Tonkin les règles de la convention télégraphique de Saint-Pétersbourg et du règlement de Londres, ou de tous actes internationaux par lesquels ils seraient ultérieurement remplacés et notamment, en ce qui concerne l'application de toute modification du tarif, la règle fixée par l'article 14, paragraphe 3 du règlement.

ART. 16. Le Gouvernement français no sera soumis à aucune responsabilité en raison des difficultés pro- voquées dans le fonctionnement et l'entretien du Câble par quelque cause que ce soit.

ART. 17. Dans le cas où en exécution du droit qu'il s'est réservé par l'article 10, le Gouvernement français viendrait à transférer à la Compagnie le service de trans- mission par le Câble, l'article 9 ci-dessus relatif à l'exploi- tation de ce service par l'Etat serait annulé et remplacé par les dispositions suivantes :

1o Le service des stations sera fait par la Com- pagnie concessionnaire et à ses frais. La station du Cap Saint-Jacques sera établie dans la maison occupée par la station actuelle de la Compagnie Eastern Extension. A Hai-Phongle Governement français pourra exiger que la station soit établie dans la même maison que le bureau télégraphique de l'État, et, dans ce cas, le loyer des locaux occupés par la Compagnie sera payé à l'administration française dans la propor- tion du loyer total.

Au fort de Thuan-An le local occupé par le service télégraphique restera á l'usage de la Compagnie dont le service sera limité à deux employés.

Les agents employés par la Compagnie dans les stations devront être agréés par le Gon- vernement français et, pour la moitié au moins, être de nationalité française, à moins d'empêchements constatés.

respect of a quarter already paid, they shall be made as against the subsidy accruing the quarter following.

ART. 15. The regulations of the Telegraph Conven- tion of St. Petersburg and London, or any other Inter- national act which might ultimately supersede them, shall be applied to the service with Annam and Tonquin, especially as regards the application of all modifications of tariff under Article 14, para. 3 of the (service) regulations.

ART. 16. The French Government shall not be subject to any responsibility in respect of any difficulty arising from the working or maintenance of the cable from any cause whatsoever.

ART. 17. Should the French Government in execu- tion of the right reserved to it by Article 10 transfer to the Company the service of transmission by the Cable, Article referring to the working of that service by the State would be annulled, and replaced by the following provisions :--

1st. The service at the stations shall be performed by the Concessionary Company, and at their cost. The office at the station at Cape St. James, shall be established in the present station of the Eastern Extension Company. AtHaï-Phong the French Govern- ment may require that the office should be established in the same building as the Telegraph Station of the State, and in such case, the rent for the premises occupied by the Company shall be paid to the French Government pro rate of the total rent.

At the Fort of Thuan-An the premises occupied by the Telegraph Service shall remain appropriated to the use of the Company, whose staff shall be limited to two employés.

The staff employed at the Stations by the Company shall be approved by the French Government, and one-half at least shall be of French nationality, except in case of hindrance duly substantiated.
